I've tried the solution that it gives but to no avail.  Does anyone have any other solutions?

Hi, what anti-virus do you use? If you try temporarily disabling this, then try the install again, does this have any effect?

If not, can I double check that you've tried all the steps Tom mentions in this thread.

I use Norton 360. I haven't tried disabling it by actually going into the program. I will try disabling my Norton through the program itself. I have done a clean boot with everything disabled except Microsoft services. I assumed that disables my Norton as well. Maybe not.   I hope the solution will be as simple as this.
