Apex Legends St. Louis Server

Currently run a Ping to St Louis server at 34 (Ping) but never seem to connect based on data and PingPlotter the server is not accepting users and is offline (see attached) All games i get into are 2x that ping and players are in Dallas TX. Tried port forwarding, DNS change everything nothing allows me to be on this serer with causes so much in game ping. App Photos of data is attached OUTrace was done but connecting to this server and I'm in Indiana never happens. If this server is offline or not working why have it as a data center? why if server is full does it route connection based on location and not where the most servers are in Dallas, TX? When you have players who are far away at a disadvantage when players close to the serer have great IO data while we have more data being pushed to ensure we get the info to and from the server?
