If you've uninstalled and reinstalled, some pieces of the previous install may have remained on your computer.  It might be best to do a clean uninstall before trying again; perhaps reinstall Origin as well, while you're at it.  Then manually patch to 1.67 (even if the game thinks it's already patched) using the digital download version of the Super Patch.

Some people have had success downloading the game using a different admin account as well.

If you saved your previous Sims 3 folder in Documents (the one with your saves, cc, mods, etc.) it would be a good idea to rename it and move it out of Documents, forcing the game to spawn a new one when you launch.  You can transfer your files back later.

Given that your computer has only 4 GB RAM, it's probably a good idea to only launch the game right after a restart, or after quitting all other apps and purging RAM to free up as much memory as you can.

None of the most recent mac OS are compatible with TS3.  However, High Sierra has been giving people more problems than its predecessors, especially on computers that are insufficient or barely adequate to run the game.  Just because you could play before doesn't mean that it will still be possible going forward, unfortunately.
