What exactly is happening? Any error messages? How far into the loading process do you get?
Have you tried repairing Sims 4 in Origin (right click on the game in your Games Library and select Repair Game).
Have you moved your Sims 3 folder out of Documents > Electronic Arts and then tried launching the game again?
