You gain levels by increasing your XP
You do not need to add Sims for that
Keep having them doing tasks, build and buy things
Every task you send them on will give you XP
Some buildings generate XP
Your can have 34 Sims at level 55 and an additional 4 at VIP 15
You can also buy an extra sim if you feel that is necessary, in the purple shopping cart, currently around $ 50 per added Sim
You can reach maximum level (55) without having done any quests just by giving your sims tasks, though that will take a long time
Keep them busy, have them growing things so you earn some simoleons too
The levels will come without having to add more Sims
