I can't complete 'practicing firefighting using neighbor's fire hydrant'...

After I add a neighbor who has a fire hydrant, where can I find the fire hydrant?

Do I have to visit each Sim's house and look for it? or is there a particular spot that I can find?

Unless your neighbor was nice enough to tell you where it is, you have to go house to house. I have two houses dedicated to social tasks and when I add someone I always tell them which house has what they need. I wish more people would do this, but they don't

You need to add a neighbor/friend who has a hydrant. You can add neighbors through Facebook - here is a link on how to do that. https://help.firemonkeys.com.au/hc/en-us/articles/115002785587-How-do-I-add-neighbors-

My friend has told me where her hydrant is , even showed me in a screen shot, I am firefighter job but cannot see her hydrant when I go to her house

Did your friend save to the cloud after she took the screen cap?

For me, it takes a save to the cloud before my neighbours can see the new stuff

All sims must be in your town when you save
