Quest for toddlers missing

I'm on level 16 and trying to age an infant, when I press 'have birthday' it says to do the quest for toddlers attained at level 12, I haven't got access to this quest and haven't had access to it?! Help

Quests have to be done in order. This quest probably hasn't started yet because you have other quests to do before it. Here is a link that shows you all the quests.
