Midtown Cafe workers won't Quit or call in Sick

I hired too many workers at Midtown Cafe, and I'm trying to get some to Quit to save space on my device (and time spent scrolling through all my Baristas). No matter how many Stress Events I cause for them, it always says "Nice Work!" for everyone after every shift. Someone with a limit of 3 Stress Events can have 4 of them, but they won't even call in Sick. How do I get it to work?
