There's reports on this in the official forum to so it might be a new bug.
Did they already have a relationship before yesterday's patch ? Can you try if you can make friends with Sims you haven't met yet ?

It does seem to be a bug but for others it happens to Sims they had a relationship with before the patch but not for new ones.
Not sure if that's the same for you.
