OK, please answer a few questions.
Is still only the Origin version of TS3 installed?
Did you ever installed the Steam version on this new Windows 10 installation?
How is the exact error message if you try to install DirectX 9 by hand?
What is your Origin version number? (Origin menu > Help > About)
Please also load up a new DxDiag.

@holger1405 I've made sure everything is up to date, but there seems to be an 1803 update that refuses to install because I already have 1804 on the system..

Yes, I only installed the steam on as a test to see if it would work, then removed it.

Yes, but it's not installed now.

I get the same error every time from directX, manually installed or not,

@holger1405 here is a screen shot of the update failure, it gets to 25% every time, then stops, flashes and goes back to 0%

OK. First things first.
There is no Windows version 1804.
What you have is Build 17134. That is Redstone 4 or version 1803.
There are several Windows update failures in the DxDiag, so the entire problem might be related indeed.
I would suggest that you try to update to Windows version 1809, rather then to try to repair this version.
(This is normally a save process, still make a backup of all your important data before you start the process described below.)
Please report any problem.

@holger1405 if there is no 1804, why does it say this??

180410-1804 is the date the build was compiled.

@holger1405 I'm pulling my hair out here, update installed perfectly and the whole system is running well... but still haven't get past this directx issue, ARGRRRRGHHHH!!!!

Couldn't be that easy.
But we should get that working as well.
Furthermore, post a new DxDiag again. (To see if everything is as it should be after the update.)

@holger1405 Have done everything you said in the exact steps you said, have put the two screen shots together so you can see exactly what came up.. Nothing is fixed, still same issue..
