sims 3 starter disk scratched and won't open

Hi my sims 3 starter disk seems to be scratched and won't open and I have lost the code to download the game but i have the disks,

what should I do????

Is Sims 3 starter pack new or used? and when did buy the Sims 3 starter pack?

@Slyth4000  Did the game ever work? Is this a new install? Do you have access to the computer that the game ran on?
