@Hefa224 Thanks, and that looks normal, at least. There's still something weird going on with your system though, otherwise the tools should have run without any errors. The first thing you should do is run a virus/malware scan, to cover all of your bases.
If that doesn't turn anything up, try uninstalling and reinstalling your VC++ runtime libraries. Click the Windows icon in the lower left corner of your screen, select Settings > Apps, and scroll down to the "Microsoft Visual C++ Redistributable" entries. Click on each one to uninstall.
This site offers a download that will install all the runtimes at once. (The site is in German, but the download button is pretty obvious, on the right near the top of the page.) When installing, you can uncheck all the boxes except for "Visual C++ Runtimes."

Or, if you'd prefer, you can replace your runtimes manually. Be sure to replace both the x86 and x64 versions if you already have them. (You don't need the IA or ARM versions.) Not all apps use both, but if it's installed on your computer, it wound up there for a reason, and installing an extra version won't hurt. Here are the individual downloads.

You can try launching Sims 3 again, and if that doesn't work, running the .NET repair and install tools. If none of this works, the next step would be updating to Windows 10 build 1903. The update often fails when run through Settings, but you'll have more success using Microsoft's update site. The button to install 1903 is right at the top.
