Need help with EA terms and conditions

Ok so my understanding of one part is that as a EA customer we not to resell the meshes for RL currency.
Now there are a ton of players in the sims horses community that are pretty much doing exactly this but instead of update the files of horses they have created for free to say a public download area or just “play currencies” that have no real value they are charging other player rl currency for them though PayPal and Devrete Art (no I am not the world great speller😂)
So my question is. Is the practise breaking EA terms and conditions or are they allowed to do so.
I personally don’t agree with it but yes that my opinion.
The pic I have attached it proof that this is happening. The girl in the screenshot is a fake profile I am guessing.
