How to make a mermaid?

I want to make a mermaid sim but can't find the option in Create A Sim. Is there some place that I should be looking that I'm not? Any help would be appreciated! Thank you!

You need to turn a Sim into one. It can't be created from scratch: http://www.carls-sims-3-guide.com/islandparadise/mermaids.php
