Are recolors considered custom content?

In the exchange, when people say there is "no custom content" does that include recolors?  Or is custom content only changes to the mesh of an item?

no recolours are not CC, CC CC is sims items from other sites that aren't officialy for the sims games for example someone made bed without it being in a sims 3 game or stuff pack or store and it'd be considered CC or plants, clothing, jewlery like body piercing nose rings etc
