zoo habitat are at level 1 or 2 after storing them (and nuking town)

It stored my zoo stuff and all the other things and nuked my town. Now the zoo habitats are all back at level 1 or 2. When I had several at higher levels. I'm not happy about this. Is it a glitch of some kind?
