Warmongers is the last habitat
Unless you have all the premiums to help you it is difficult to get all Sanctuary Grants to upgrade them all - in my free towns, I am still working on upgrading the Plains
Bonus maxes out at 40%, so the two last extensions on the Warmongers will not help you
