squidport mission glitch

I asked ea about this and they told me to go here.
Tapped out has told me to build the Squidport entrance, which I did, but it hasn't told me to go further in the quest. What is wrong?

OK, if you have the entrance built, try making four tiles but do not place them!!! Leave them in your storage. After you collect the fourth one hopefully that will trigger the next quest. Let me know what happens.
