Has the Flaw and Order quest started yet? If it has not started you must keep tapping on Sideshow Bob NPC until the quest starts. It's random.
Just to make sure: You are tapping on the Sideshow Bob Non Playable Character (NPC) in your neighbor towns, right? That's the one that runs away from you. If you see Sideshow Bob just walking around town that's the Sideshow Bob Playable Character and it doesn't count. I've done that. "Sideshow Bob! (Tap) Oh, It's the playable..."
And Sideshow Bob NPC in Other Springfield doesn't count either.
