Unable to trigger mission to build library. Game breaking bug.

I have tried everything. All of my characters are free. I tried storing both the school and treehouse and then placing them. I also stored my entire town and replaced everything. 

The only story mission I have is Flaw and Order Part 2. I am unable to get Sideshow Bob to spawn. Is this what is halting my progress in the main story?

Currently level 14.

This could be a glitch linked to the current event.  If so it should clear up tomorrow (Jan 19th) once the takedown update is available - usually around 2 PM or so, sometimes later.
