Guys I found the solution!!! I had the same problem with Tod and i tried everything but then I tried to hack the game to see if I could get ''free characters'' and just maybe i'd find Tod... well it did worked!!!

Now I got Tod and i can unlock all their tasks!!!! greetings from Colombiaaa
