TSTO Fit Milhouse quest won't appear [ Edited ]

I am playing on an Android and this quest will not appear on my game. I have restated my device, logged out and back into my game, and most recently uninstalled and reinstalled the app. Still nothing. Can anyone help? Thanks.

Have you gne into your storage and clicked on Fit Milhouse? That is where I found mine and when I clicked on him in my storage my quest started.
