I read somewhere on here that can cause issues like this.
Try uninstall that, sort tsto then put pandora back

@skyblueusa Yes, as @1-Graham-S stated above... If you have Pandora on your phone it can give the message that your device is full. I had a lot of space on my device and it kept telling me it was full ... I started deleting things... Still said it was full... When I deleted Pandora, restarted my device, I was able to download other things... Then I added Pandora back, but as a new upgrade happened, it again said my device was full... So, I removed Pandora once again. And, surprise, I was able to get the upgrade...
