Sideshow bob not appearing

I’m currently trying to work on the flaw and order quest and I need to catch sideshow bob. I’ve seen lots of posts about going to other Springfield to get him but whenever I go he never appears. Any advice?

You have to be really quick to find him in Other Springfield, otherwise he disappears. This thread has more information in the first 3 posts, including images of where he appears:

I take it that you have a part of the ‘Flaw and Order’ quest line already open in your task bar?
