SAILOR Kumiko not unlocking

Hello, as you all probably know the latest update introduced Americatown and sailor Kumko. Since I already had her, I got the buiding with a discount but Kumiko did not get her outfit. I completed all the building quests and still nothing. Its not in her menu and I tried storing them and taking them back out but still nothing. I'm obviously upset about this since it costs a lot of donuts. Any help would be greatly appreciated. Thanks.
