I'm sorry my reply does not resolve your issue. I have question regarding "Friends" too.

I am new to EA Games & recently created an account. I am playing Simpson's Tapped Out & want to be able to add neighbors (friends) but being new I don't have a friend's list to draw from. How do I get EA friends to invite to be my neighbors in the game???????

You have to click on the bottom right where bart and Millhouse icon and once you do click on there. You click on the first icon the name badge one and click on the first button where it says EA account invite and look enter the username and add them through the search engine
