No quests complete

I think this is what caused me to not got my elves and not get Zutroy.  

No quests are completing for me.  I do them, the quest listed all tasks as complete, but the rewards doesn't pop up.  I have to leave the town and come back and I get the rewards.  Seems likely this is linked to all the problems I (and many folks) have been having.
