Aside from the glitch, content in general can sometimes take a day to arrive in the account. If you can see the transaction completed in the app store wallet history, allow 24hrs for the content to come through and ensure the app is fully updated.

did you already have the character
here was a glitch showing the character with the donuts despite it being in the town
