Still can not see Gil deal or Otto and bus to buy in premium items, is totally lost

Otto is gone! Bring him back! I have tried all forms of troubleshooting this problem and nothing has worked.

@b_hudzick635 The Otto offer was in the store for a limited time from 7th to 15th August. Hopefully there should be a 'last chance' on the offer to get him from 5th to 12th September.
