I've just deleted the app off my iPad and re-installed it to check this for myself. When you load the game up you should get a splashscreen like the one below with the option to login in the bottom left corner of the screen (indicated by the arrow and red box in the image. Try force-closing/hard-closing the app then loading it again to see if you can get the option to log in.
If the game doesn't let you login but instead insists on you playing an anonymous game then there is still a way to login but it takes a bit of time.
Step 1
Load an anonymous game and play through the first few levels until it shows the Bart and Milhouse icon in the bottom-right corner of the screen. This generally takes 10-15 minutes if I remember right. Click on the icon when it becomes available in game.
Step 2
This should load up your friend screen which will only show Other Springfield as you haven't yet logged in to your game. Click on the handshake icon in the bottom right corner of the screen.
Step 3
This will load up a screen where your friends, friend requests etc would normally be listed. Click on the ID badge icon near the top of the screen.
Step 4
This will in turn load up a screen where you can choose to login via your EA (Origin) Account or with Facebook. Presuming you registered with Origin, click on the grey login button
Step 5
This will open a menu where you can enter the email address and password registered with your Origin Account. Enter these in here then click the blue login button.
Step 6
Upon entering your email and password, the game should go back to the main splashscreen but now show your EA Account details in the bottom left corner of the screen as well as which level your town is. Click on the screen and you should be back in your game.

If you get an error message saying "Your other device didn't save your Springfield" when trying to load your game after logging in then see this thread on what to do next.
If anything is unclear or there are any other problems not addressed here then post again.

You can tap the ID badge icon on the minitown map and get to the login directly without going via Bart/Milhouse
