And it won't let you use it?
This character is tied to a building, this one:

Check if you have built it (perhaps it is awaiting construction); if you find it, put the building back in your inventory, go back and forth from the neighbor area and put it back on the playing field!

Thanks for your help! Turns out I have a duplicate character. One was tied to that building so I put it back in my inventory and then placed it again. Once I did that one Jacques came out of the building, the other is still in my inventory unable to be used. Not sure why but so long as I’m able to have the character in use I don’t really mind.
