I cannot pick up a trash in my springfield please help :/

I have a Issue, for some reason i cannot pick up a trash in my springfield. I tap on both Homer, and Lisa to search for pick up trash and there is none, but the trash is there and i cannot put my buildings/decoratios where i want because of it. Please help :/

I have heard if you move the trash in to one area, then click on homer or Lisa and you should have the task for them to clean up Springfield.
