Hugo Questline Stuck on Part 4

At tstoaddicts, we are seeing many reports of players not being able to progress past Part 4 of Hugo's questline "The Good Son". This is causing the ability to unlock the Spooky House to create too as it does not unlock til Part 5. 

No amount of troubleshooting is resolving this issue. All characters involved free. The quest just sticks. 

I am creating this post so others experiencing the issue to can place their information below showing they are also experiencing the same problem and bring it to EA's attention.

I'm having the same trouble. I finished walking the rat pigeon and now I have no more to do with Hugo and the spooky house is not available.

I was stuck. But once I finished the whole truth part 4, the next part of the Hugo quest line opened up for me :-)
