Hibbert Family Practice quest

Hi all,

So at the moment, I', trying to complete the Hibbert Family Practice quests so that I can get the hospital and finish the Count Burns missions. However, after completing the Mayorital Difficulties task, Mr Burns has not been prompted to start the Medical Industry Corruption task. It has been like this for a few days and I'm not sure what to do as I need to complete this task to move on.
