I wanted to mark this as the solution but I'm iOS and it worked for me in a new town I started. Don't know yet how others will do.

What I did was make a new account and then. When I reached level 8 the quest started

@Muhsterino I had this problem! Years of nothing, tried the notification tip and BOOM part 3 of the quest and now I have Sideshow Bob. Thanks so much!
