Can't finish A Rail of One City - Same as it Ever Was

I just recently made it to level 20 and started the Rail of One City quest line and i'm stuck at the Same as it Ever Was portion of the quest line. The quest prompted and i was told to run Gil out of town. But then the game closed and the 2018 Halloween update finished. When i got back into the game after the update, no one has the option to run Gil out of town and so i have no method of continuing the quest line.

I have already tried

- Storing the dump

- Uninstalling and reinstalling the app

Neither of those worked. Also, i was playing anonymously up to this point, so i don't think a rollback will be possible. Is there anything else i can try to fix this issue?

Hi, as you are playing anonymously, the first thing to do is to make a note (or screenshot) your Mayhem ID, which is a unique number that every town has. Read the second spoiler at the start of this thread:

I have read another person on the EA forum having the same issue, maybe the current event is causing problems with the Monorail quests? You could wait until this event is over, although that will be several weeks, or you could try contacting EA.
