Bad cop quest isn't available

Hello so I'm trying to unlock Eddie and Lou which requires completing pt 2 of the bad cop quest but I can't even do pt 1 because there is no prompt to. I have snake, quicky mart, wax museum, I looked it up and it says I need to make snake rob the quicke mart (tried) then thats the first pt of the quest done but it doesn't complete I don't get the yellow text to show snakes  robbing quike mart is pt of a quest either

SOLUTION:

just found the solution by mistake lol.
You need to build wolf castle's mansion which gets unlocked after I built Herman's military antiques.
