two instances and high cpu usage

so..I've noticed this odd behavior for awhile now..

swtor seems to like using a high amount of cpu, and always has two instances running, one of which sits there doing absolutely ZIP. is this normal?

swtor does use 2 processes that is normal

are they both supposed to use cpu cycles? cause a couple updates ago..only one of the processes was using cpu cycles.
