trade center locked in franchise mode

In my Franchise mode, the trade center was locked, saying it will be available in week 2 of ofseason, however even in offseason it remained locked and i was never able to trade even during the draft.

any idea what the issue is, i am playing franchise-coach

Finally it seems trading was turned off in the setting by default, which is weird after enabling it I was able to trade normally

No it’s in madden 19 -franchise mode.
