Open a command prompt and type ( windows key + R then type cmd )

ping manifest.swtor.com

push enter

looks like it works fine, I check my firewall and made sure that it was allowed, and my antivirus (malwarebytes) cant block anything since I don't have premium.

All i can say is all indications are is that something local is blocking the launcher from communicating

You can try this repair utility at this link maybe refreshing the files may or may not help

I would remove and re-add exceptions just to be certain.

Edit - also run the launcher as administrator

If the ping to manifest works and the log says it is having an issue downloading the manifest then something on that system is likely blocking it.

Try taking the system to a clean boot per this link however you will need to leave the bitraider services running if using streaming

how do I keep it running if my computer is being rebooted?

When you disable the windows services when following the clean boot guide you need to enable the bitraider services to load on boot.

Edit: when you get to the below screen leave anything that says bitraider ticked
