Yours is an unusual issue , trying to diagnose remotely is difficult, and we have tried way more things then usual to find the cause.
Is there a firewall on your router/modem ? have you tried rebooting that router / modem and/or turning off its firewall as a test (just in case).
If you open the command prompt as administrator again and run the below command does it find errors ?
sfc /scannow

Was it able to fix the errors ?
It may be best to do an inplace repair per this guide link , the only things lost is windows updates it keeps all program data etc
