"We're sorry, there seems to be a billing issue with your pre-order" NFS Heat

I resetted my computer to factory settings recently and when I wanted to download all my Origin games again I noticed that Need for Speed Heat was missing from my library.

Then I applied the "Purchased games" Filter and it said that the pre-order failed.

I looked up my purchases and the purchase has been completed over a year ago.
