Exactly the same thing is happening to me.

I have encountered 2 more that would have been my third scan. It won't work even if I save or go to orbit.

First off, I'm on PC.

After trying many of the suggested workarounds others have posted to no avail, I finally went with the nuclear option and reinstalled.  Upon loading a save and driving around a bit, I found the 3rd bug and it was once again scannable, allowing me to complete the quest.

Are they working on fixing it? Can I find somewhere list of known bugs?

I had this problem then I finished a side quest I was working on and could scan them again.  Maybe you need to have no quests active for it not to bug out?

Same issue. PS4. I can see them and magnifying glass shows up to scan. But when I scan it acts like ive already scanned. Left planet and came back etc. Same problem.

I've only just encountered the same issue though in a different location. I did not try to scan before SAM prompted me however.
