Are you able to launch the game from another new or existing Windows user account as administrator? What you're describing is something related to admin permissions, anti-virus, or another program/software interfering with Origin/EAC when it is trying to launch. We stumble across this weekly for a variety of games.

I solved this problem, but it took so long. I renamed my Windows user using only english letters and also renamed my user's folder like my new username. And yeah, it worked, but it is a trouble from the developer's side, as I said

Great to hear! We've also seen other games experiencing launching issues or their game settings reset when they're on a Windows username with non-English characters.

FIXED IT FOR THE KIDS AT LEAST!!!!

I went back to compare my (working) machine with the kids (failing). Only main difference I could see was they were running a later LGA1150 based motherboard and CPU than mine. Digging in more turns out to be the CPU.
Kids CPU = Pentium G3220 - Haswell LGA1150 3.2Ghz dual core
My machine = i5 3550 - Sky Lake 3.2Ghz quad core (older generation)
Hopped on Ebay and picked up a pair of i5 4590's - Haswell 3.2Ghz quad core for the kids.
Now it runs!
So. I guess there is some sloppy coding requiring 4 threads. The stated minimum CPU is lower than the G3220 as an i3-3220 (2 generations older). BUT it has two cores and hyperthreading.
I thus conclude that Battle for Neighborville does not work on the Pentium flavour and/or must have a CPU with a minimum of 4 cores.
Sure would have been nice to have a meaningful error message not just a hang or blank screen.

Someone found the solution
The problem for some reason is the windows user name
If the name is not written in English characters but a different language the game won't start
If you change the user name to English characters you will fix this problem
