lower ability card -- shows that can be bound to keyboard but doesn't appear

I'm in Campaign mode and can't get any of my keys to bind to use the "lower ability card" So I can't use the orbital strike goggles to defeat walkers on battle of Jaku.
Haven't used a single lower ability item the whole time I've played and hasn't been a problem. it's been a pain, but never stopped progress on the game till now.
How to fix key binding issues???"

Hey @bareforce What platform are you playing on?

On PC its F2 is the standard control/key map to use the "lower ability card"

Nice to see that after three years this is still a problem. I'm also blocked at the same point because the lower ability is unusable after trying to rebind it to a key that makes more sense than F2.
