knockdowns in bunker

so i have killed/knocked wel over 60 ppl in and oustide bunker and still havent completed the quest

I have to, maybe not that many but I've been on 2 since the first week, so I thought it had to be inside the bunker, tried that many times and no dice... So I dont know why they wont help?
