every match has players with high ping and for some reason your shots pass through them and they instantly kill you, they end up finishing at the top of the scoreboard with 70 to 100 kills for 5 to 10 deaths. they are now forming clans and using this to win matches.

You say "every match" but I have not seen this. Shots should also not go through people with high ping so either there is something odd at play or they are cheating, how do you know they are forming "clans"? Can you record a video of it?
