I believe that error may occur when a manufactures driver is installed , it may need to be uninstalled
You can also try using https://www.intel.com/content/www/us/en/support/detect.html it should mention if this is the cause.

Whilst I do not have this issue as seen in your pics on my win 10 system, I am aware of others reporting having artifact issues some have been solved with driver updates, and the studio has not been able to duplicate this to date.
Artifacting is usually caused by memory / hardware in a lot of cases
But there are other possibilities some of them are even OS related , there is an insider update (Link) just released that has a fix for directx 9 games (which swtor is), how long before that leaves the ring not sure.
I can keep suggesting things to test so we can eliminate as much as possible.
Can you post the contents of your client_setting file as well
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%\swtor\swtor\settings
Open the client_settings.ini file in notepad and paste here in spoilers
I gather you have deleted the games cache file call diskcachearena located at C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor this can be deleted with the launcher closed a fresh cache is created on the next launch

I gather you have gone through disabling vsynch then trying fullscreen (window) and Window modes ? (vsynch can only be disabled whilst in fullscreen mode)
