i locked my fps with this program( https://www.guru3d.com/files-details/rtss-rivatuner-statistics-server-download.html ) it's too helpful for now until they fix this problem

It does not really help as it introduces at least a frame of input lag with rtss and 2+ frames with other external frame limiters.
