dynamic resolution not working on Ryzen 2500u

I am running on 

LENOVO YOGA 530-14ARR 14

At 1080p I get about 15 fps, activating dynamic resolution target  does not seem to do anything, game struggles to start in fullscreen also at times. Lowering resolution manually does increase performancing proving it is not functioning as intended.

The game is highly playable on low end Ryzen laptops if this feature was working.
